The Demise of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The succession of opposing developments captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are issued from multiple capitals. Considerable effort is allocated on managing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.

Moments later, Kyiv's missile defense thundered: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by allied countries. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a automatic firearm fired at a unmanned aircraft close by, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the bullets missed the hostile drone – it maintained course toward its target.

Intermittently, this persisted until dawn. Kyiv faced the morning news: seven people killed, destruction and heating outages in numerous residences as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a need that regional partners are clearly incapable to replace in the short term.

Failed Diplomacy

The 28-point plan from American leadership provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new initiative from US leadership follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, certainly, endure.

Tactical Assessments

It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a premise understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is unrealistic to compel Moscow to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, American administration does minimal to deter Moscow, through words or deeds, from thinking that the status quo will not change more in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a complete military breakdown until situations evolve in its advantage.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: personal goals to negotiate peace and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Summary and Prospects

It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.

While new plans based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and reflect particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
